If you're using a USB v2.0 port, you should be fine for charging. Try other devices with the same cable(s) and see if they charge. If you battery is really old, that may be the problem. A build-in circuit in the iPod may prevent you from charging the iPod from the PC because the PC can not deliver the power or current to meet the requirements of the iPod through the USB port. Wall chargers delivery the required amt of current by design. That is their main purpose after all.

You can try another computer as well.

I have a 30Gb 5th generation iPod. Its a couple years old and I never
had trouble with it until the other day, iTunes would not recognize
it. I tried 3 different cables and 3 other computers... none of which
would recognize the device. It also does not charge using a USB port
of a computer anymore. It WILL charge using the same cable plugged
into a wall charger or 12 car adapter to USB plug. Any ideas? I have
done a soft reset, and put it in disk mode but still not recognized.
