[Apple iPod] Changing bit rate

I am running out of space on my 30 GB iPod and need to make more room.

Quite a few of the recordings are in bit rates higher than 128 kBs
which makes them larger than needed for good audio quality. People
whose computer and music skills I trust say that 128 kBs is plenty.

Is there a program that can take the 3000+ MP3's, check their
individual bit rates, and provide an output at 128 kBs? Ideally as a
batch, not one at a time. Free is great. Cheap is not bad, either.
