[Apple iPod] IPOD and I Tunes Problems

I have a 60 gig IPod. It used to work fine. Now, due to some computer
problems on my desktop computer, I have lost the ability to talk to my
IPod through I Tunes. I thought I could do some grandiose master reset
and it would erase the IPod but that won't happen. Here is where I
stand now...

I erased I Tunes off my system.

I cannot erase the IPod sotware off my desktop system either with the
IPod plugged in or not. I am on the desktop as administrator, but it
keeps saying ACCESS DENIED to the IPod software.

The IPod seems to work OK when it is not plugged in to teh desktop.

I have tried to reload ITunes and it won't even let me do that now,
saying that it is FORBIDDEN BY SYSTEM POLICY.

I would LIKE to start fresh, by reloading ITunes and the IPod software
as though everything was brand new. How do I get there from here?
