ID3 tags are a standard and not specific to iTunes, although I don't
know about Grouping.

IMO altering music files in both iTunes and Win Explorer (or Mac
Finder) is a recipe for chaos and a lot of work.

I would set iTunes > Preferences > Advanced > Keep iTunes Music folder
organized. This means that you are giving iTunes control of the
folder/file names and structure so when you alter the tags using
right-click > Get Info > Info, the folders and files match the tags.

Let iTunes do it all or you are making work for yourself.
