I had that happen with a Photoshop Elements download a year or 2 ago. It appeared to be an intact .dmg file, mounted fine, but would not install. Turns out I only had about half of the data. A redownload did the trick.

Rarely but sometimes, I have customers download products and tell me it just does not work.
I ask them to download again (because I know my file is perfectly fine) and it fixes their problem with a second download.

Sounds to me like the download got corrupted but that fact was not caught with how it's supposed to be checking the file during download that tries to make sure you get an exact copy of the file. Nothing is perfect 100% of the time. I would try another download, and it's not as busy now and more likely to be successful.

If you have done this and told us so, I'm sorry I was not following as close as I should. My apologies.

Deleted the folder and tried to reinstall.

The installer hung the computer and I had to restart.
