Well, you could mask the image in a circle an dupe it. Then use the image adjustments to blur it and make several different versions. If that doesn't blur enough you'll have to use an image editor.

I saw a TV ad the other day for a national car sales event. The ad basically was a reveal of a car, but it came as if you were getting your eyes checked for a eyeglass prescription, and the two lenses on the refracting machine were rotated...with each rotation, the image became clearer. After about three or four rotations the image of the car was clear.

I haven't seen the ad since, and can't find it on the internet to point one to as an example. I think it was for BMW or maybe Lexus. I thought it was pretty cool, because one could use this effect on an opening slide to establish the 'focus' of a presentation.
