[Apple iPod] Permanently deleting files problem

I've just moved my iTunes library from a PC to a Mac and having a
clean up of files in the process.

However I've just realized that if I use Option/Delete, files are
removed from my library (not playlist) in iTunes but not from my
iTunes library. I don't get the dialogue box that asks if I want the
file removed permanently.

Could this possibly be because my library is on an external drive
rather than on my hard drive?

As a new Mac user I'm more than happy to be told I'm doing something
wrong!

Which begs another question. Is there an easy way to identify files in
the iTunes Library that aren't in iTunes?
