There are several programs that I think will do that for you; however, you might have to take snapshots of the screen since at least one will not save the annotations.

ScribbleScreen 1.4.1 (3 star rating on version tracker) I have used this some.

I seem to remember another one but when I look for it using the name I remember, I can't find it. I may have archived it on a backup when I switched computers. I will try to find it. If I do, I will post back here.
