I have an idea, maybe not valid. If your collection has 2 or more copies of
a song/artist perhaps iTunes elects not to load more than one copy on the
iPod.

I got the overall number of MP3 files on the external hard drive by
doing a Windows Search on it for *.MP3 (25,000)

The number of songs in the iTunes main library (23,700) and the number
of songs on the iPod (22,300) come right from iTunes.... on the left
side... under Library and then Music and then under Devices, then my
iPod and Music below that.
