Use a "tall picture" that overlaps the size of the slide.  If need be, you can use a mask (a monochromatic  shape with a hole of desired shape and size) that is layered over the top of the image. Then use the move commands (build > action > move) to move one or the other or both over any distance and in any direction you want (simultaneously or sequentially). Use of a "split mask" (using two partially overlapping cutouts can create the effect  of "stretching" or "compressing" the size of the viewable image that has been positioned underneath (It can be a nice touch to have the color of the mask(s) match the color of the slide background, and with a bit of extra effort you can go even further and use reflections, however, that would not be useful for vertical panning.
